Who signs what?
For youth applications, it's the unit leader (Cubmaster, Scoutmaster, Advisor or Skipper) OR THEIR DESIGNEE. Be careful when designating someone else. After a youth application is processed, the membership card for the new youth is mailed to the unit leader, along with a letter asking them (the unit leader) to immediatly call the council office if they do not recognize the youth. Make sure the unit leader is aware of any applications processed by a designee.
For adult applications, most applications are signed by 2 adults, the Committee Chair and the Chartered Organization Representative. In some units, that's the same person. If so, that person sings twice. If either of these people is not available, the signature for the missing person must be signed by the Executive Officer (IH position code on your charter). Note that when replacing a Committee Chair (CC) or Chartered Organization Representative (CR) you can either have the outgoing adult or the IH sign.
